Resumen de La lucha anticorrupción y contra la inseguridad ciudadana como políticas de estado en el derecho constitucional peruano

  Siendo un tema tan álgido y crucial en el Perú actual lo que atañe a la corrupción y a la inseguridad ciudadana, es hora de tomar en serio una lucha frontal en estos dos campos desde el marco constitucional, a fin de que se tenga que afrontar estos problemas que requieren la voluntad política por un lado y en segundo lugar requiere, también el compromiso conjunto a través de Políticas de Estado, de normas que tengan el rango de constitucionales para instaurar un sólido Estado de Derecho, y establecer acciones conducentes a que la lucha por la inseguridad ciudadana, tenga que ser más eficiente y efectiva, estableciendo por ejemplo una lucha integral de modo preventivo y modo punitivo en el caso de la corrupción y en el caso de la Inseguridad ciudadana que sea mejor el rol de la Policía Nacional del Perú,  estableciendo que los Municipios tengan que tener mayor participación efectiva, o propiciando las rondas urbanas que obedezcan a una matriz que sería a partir de Políticas de Estado. La situación lo amerita, y es por ello que desde la Constitución necesitamos establecer mecanismos más idóneos que tengan que plasmarse en logros efectivos desde el rol del Estado y la Sociedad, no olvidemos que el Artículo Primero de la Constitución al señalar que la persona humana y el respeto a su dignidad es el fin supremo de la Sociedad y el Estado, nos emplaza a cerrar filas por la defensa del ser humano en su integridad.

  Being such an important and crucial issue in Peru today that it concerns corruption and citizen insecurity, it is time to take a frontal struggle seriously in these two fields from the constitutional framework, so that these problems have to be addressed and require political will. On the other hand, it also requires the joint commitment through State Policies, the norms that have the status of constitutional to establish a solid rule of law, and establish actions conducive to the fight for citizen insecurity, they must be more efficient and effective, establishing for example, a comprehensive fight in a preventive and punitive manner in the case of corruption and in the case of citizen insecurity, which is better the role of the National Police of Peru, establishing that municipalities must have a greater effective participation, or promoting urban rounds that obey a matrix that would be based on the Political State. The situation deserves it, and that is why since the Constitution we need to establish more adequate mechanisms that have to be translated into effective achievements of the role of the State and Society, let's not forget that the first article of the Constitution when pointing out that The human person and the Respect for their dignity is the supreme objective of the Society and the State, it calls us to close ranks for the defense of the whole human being.
