    No puede extrañar, por el impacto que en tantos ámbitos suponen en conjunto las edificaciones en propiedad horizontal, que, en su regulación, como en las sucesivas reformas, el legislador pretenda objetivos ajenos en principio a los fines propios de una comunidad. No se ha prestado la misma atención, sin embargo, a los complejos inmobiliarios, cuya tardía regulación en 1999 tuvo, sin embargo, la virtud de hacerlo de una forma flexible que debe ser interpretada de una forma más flexible todavía. Se trata de favorecer, no ya su reconocimiento cuando existan, sino su nacimiento y constitución por agrupación de comunidades, como medio para afrontar los problemas específicos que afectan a urbanizaciones, abandonadas por Ayuntamientos incapaces de asumir su mantenimiento, y como medio de organización idóneo para afrontar unidos retos que afectan a los propietarios y comunidades que los integra, y a toda la sociedad.

    It is not surprising, given the impact that horizontal property buildings have on so many areas as a whole, that in their regulation, as in successive reforms, the legislator has sought objectives that are foreign in principle to the purposes of a community. The same attention has not been paid, however, to real estate complexes, whose late regulation in 1999 had, however, the virtue of doing so in a flexible way that should be interpreted in an even more flexible way. It is a matter of favoring, not their recognition when they exist, but their birth and constitution by grouping of communities, as a means of facing the specific problems affecting to urbanizations, abandoned by Town Councils incapable of assuming their maintenance, and as an ideal means of organization to face the challenges affecting the owners and communities that integrate them, and the whole of society.
