  El propósito de este trabajo consistió en reconocer y analizar el financiamiento vigente durante los años 2015-2019 para las pequeñas y medianas empresas (PyMEs), en las líneas de crédito vinculadas a la gestión de la innovación tecnológica a nivel nacional, provincial y municipal a las que pudieron acceder los empresarios de la ciudad de Rio Gallegos, En cuanto al contenido, se analizó el marco legal y las oportunidades de financiamiento para las PyMEs de la localidad, lo cual resultó de suma importancia para comprender, mediante esta investigación, las bases de la legislación vigente ligadas al tema, destacándose entre ellas las leyes a nivel nacional Nº 23.877 y Nº 25.467 y los programas provinciales en práctica propuestos por el Ministerio de Producción, Comercio e Industria. Se pudo identificar, en las entidades que actúan como autoridades de aplicación, la existencia del lanzamiento de diferentes convocatorias para acceder por parte de los PyMEs a financiamientos. Asimismo, se descubrió la existencia de varias líneas de créditos e incentivos y se logró exponer las principales que fueron ofrecidas por el estado, tanto nacional como provincial, las cuales resultan ser variadas y se ajustan, de manera directa o indirecta, a la gestión de innovación tecnológica de las PyMEs.

  The purpose of this work was to recognize and analyze the current financing during the years 2015-2019 for small and medium-sized enterprises (SMEs), in the lines of credit linked to the management of technological innovation at the national, provincial and municipal levels. those that could be accessed by businessmen from the city of Rio Gallegos. Regarding the content, the legal framework and financing opportunities for SMEs in the locality were analyzed, which was extremely important to understand, through this research, the bases of the current legislation related to the subject, standing out among them the laws at the national level No. 23,877 and No. 25,467 and the provincial programs in practice proposed by the Ministry of Production, Trade and Industry. It was possible to identify, in the entities that act as application authorities, the existence of the launch of different calls for access by SMEs to financing. Likewise, the existence of several lines of credits and incentives was discovered and it was possible to expose the main ones that were offered by the state, both national and provincial, which turn out to be varied and adjust, directly or indirectly, to the management of technological innovation of SMEs.
