    Este artículo científico de investigación analiza los factores y causas de las políticas públicas de gobernanza relacionada con la implementación de infraestructura necesaria para atender los servicios básicos que el Gobierno Autónomo Descentralizado Municipal del cantón Latacunga le corresponde brindar a la zona rural de la parroquia Juan Montalvo, analizar las acciones y estrategias para resolver la problemática persistente de las necesidades insatisfechas de los servicios públicos básicos como agua potable, alcantarillado y recolección de desechos sólidos, y que actualmente no se ha logrado articular una política integral de atención, sumado el desconocimiento de los ciudadanos del sector rural a los derechos que tienen y al Gobierno seccional le corresponde brindar una atención oportuna que les ofrezca una calidad de vida digna.

    This scientific research article analyzes the factors and causes of public governance policies related to the implementation of the necessary infrastructure to attend to the basic services that the Autonomous Decentralized Municipal Government of the Latacunga canton corresponds to provide to the rural area of ​​the Juan Montalvo, analyze the actions and strategies to solve the persistent problem of the unsatisfied needs of basic public services such as drinking water, sewerage and solid waste collection, and that currently it has not been possible to articulate a comprehensive care policy, added to the ignorance of the citizens of the rural sector to the rights they have and the sectional government is responsible for providing timely care that offers them a decent quality of life.
