Transiciones inacabadas: un estudio comparado de la implementación del Acuerdo de Paz de La Habana en los municipios de San José y Calamar (Guaviare) e Ituango (Antioquia)

    Este artículo busca analizar dos escenarios transicionales que generó la implementación del Acuerdo de Paz de La Habana en lo local, mediante el método comparativo que permite entrever configuraciones causales que los explicarían. Los casos son los municipios de San José y Calamar (Guaviare) e Ituango (Antioquia). Las preguntas que guían esta investigación son: ¿cómo se están configurando los escenarios transicionales en las regiones de Colombia? y ¿cuál es el papel del Estado, los actores políticos, los grupos armados y las comunidades en estos escenarios? Tomamos el enfoque estructural relacional para comprender cómo un macroproceso político como este va modificando las relaciones entre actores a nivel local. Algunos de los hallazgos encontrados fueron: el lugar del Estado ha sido ocupado por la articulación entre agencias de cooperación, excombatientes y Juntas de Acción Comunal (JAC), o se ha dado un híbrido de agencias estatales, grupos armados y JAC.

    This research seeks to analyze two transitional scenarios that the implementation of the Havana Peace Agreement generated at the local level using a comparative method to detect causal configurations that would explain such scenarios. The municipalities of San José and Calamar (Guaviare) and Ituango (Antioquia) were selected as case studies. The research questions are: how are transitional scenarios configured in the Colombian regions? What is the role of the state, political actors, armed groups, and communities in these scenarios? We use the structural relational approach of Charles Tilly (1998) to understand how a macro political process such as the Peace Agreement changes the relations between actors at the local level. We found that the place of the state has been occupied whether by an articulation between cooperation agencies, ex-combatants, and the Community Action Boards (JAC); or by a mixture of state agencies, armed groups, and the JAC.
