La burocracia racional es una formulación moderna, creada para darle funcionalidad al modelo de Estado liberal burgués; pero en el caso de Bolivia, donde ni la instauración de una estatalidad liberal homogénea, ni burocrático racional han sido posibles históricamente y las estructuras burocráticas formalizadas, a menudo, se solapan con símiles informales representativas de lo nacional popular; resulta crucial preguntarse si tiene sentido esperar la uniformización de una razón burocrática, como parte de su modelo de Estado Plurinacional. Este trabajo formula una perspectiva a través de la categoría de análisis zavaletiana del ‘abigarramiento’ para indagar acerca de la naturaleza burocrática dentro de la compleja estructuración institucional boliviana, por medio de una aproximación exploratoria y descriptiva.
The rational bureaucracy is a modern formulation, created to give functionality to the bourgeois liberal state model; but in the case of Bolivia, where neither the establishment of a homogeneous liberal statehood, nor a rational bureaucratic one, have historically been possible and the formalized bureaucratic structures often overlap with informal similes representative of the national popular; It is crucial to ask whether it makes sense to expect the standardization of a bureaucratic reason, as part of its Plurinational State model. This paper formulates a perspective through the Zavaletian category of analysis of "variegatedness" to inquire about the bureaucratic nature within the complex Bolivian institutional structure, through an exploratory and descriptive approach.
