Resumen de Custos de multas do não cumprimento da NR nº 18 versus adequações em obras de médio porte: um estudo comparativo

  Devido à indústria da construção civil necessitar de uma considerável quantidade de mão de obra e apresentar oscilação nas instalações provisórias dos canteiros há certa dificuldade em controlar o cumprimento das normas de segurança contribuindo para a ocorrência de inúmeros acidentes de trabalho. Diante disso, percebeu-se a necessidade de conhecer e argumentar sobre o cumprimento da NR n° 18 dentro dos canteiros de obras na cidade de Imperatriz - MA com o objetivo de comparar os custos gerados pelas multas conforme a NR n° 28 que trata da fiscalização e penalidades e custos originados das adequações. O estudo em questão aborda a averiguação de dois canteiros de obras no município de Imperatriz – MA quanto às questões das condições e meio ambiente de trabalho da construção civil. Mediante essa pesquisa foi demonstrado à vantagem financeira em atender corretamente a norma, ao comparar os custos das multas com os custos das adequações das não conformidades e as consequências financeiras das penalidades dado que mediante a aplicação da multa não se tornará isento a adequação do canteiro. A análise foi realizada através de aplicação de checklist embasado na NR n° 18 e a partir da elaboração de gráficos percentuais e tabelas quantitativas. Os resultados obtidos apresentaram os valores do custo com adequações sendo mais viáveis que os custos gerados pelos cálculos das multas das não conformidades. Desse modo, certifica-se que atender a norma de segurança na construção civil além de gerar uma economia financeira, garante que o colaborador exerça sua função de forma segura.

  Due to the construction industry needing a considerable amount of labor and oscillation in the temporary installation of the beds, there is a certain difficulty in controlling compliance with the safety rules, contributing to the occurrence of numerous accidents at work. In view of this, it was noticed the need to know andargue about the compliance of NR No. 18 within the construction sites in the city of Imperatriz -MA with the objective of comparing the costs generated by the fines according to NR n ° 28 that deals with the supervision and penalties and costs arising from adjustments. The study in question addresses the investigation of two construction sites in the municipality of Imperatriz -MA regarding the conditions and working environment of civil construction. This research has demonstrated the financial advantage of correctly complying with the standard by comparing the costs of fines with the costs of adapting the nonconformities and the financial consequences of the penalties given that, by applying the fine, the adequacy of the construction site will not be exempted. The analysis was performed through the application of a checklistbased on NR 18 and from the elaboration of percentage graphs and quantitative tables. The obtained results presented the values of the cost with adequacies being more viable than the costs generated by the calculation of the fines of the nonconformities. In this way, it is ensured that meeting the safety standard in civil construction besides generating a financial saving, ensures that the employee performs his function in a safe way.
