    Enfatiza los cambios que se manifiestan tanto en la estructura administrativa como en las tendencias actuales, retomando el tema de los desafíos a la luz de los planeamientos sobre transparencia de la función pública, como el marco en el que deben girar los retos que deberá enfrentar e incorporar la cultura organizacional, ante el renacer de la voz ciudadana y el reclamo de espacio de participación y derechos fundamentales.

    Emphasizes the changes that are evident both in the administrative structure and in current trends, returning to the theme of the challenges in light of planning for transparency in the public service, as the framework in which the challenges that the organizational culture must face and incorporate must revolve, given the rebirth of the citizen voice and the demand for space for participation and fundamental rights.
