    Señala los principales cambios que se están operando en el entorno y analiza el impacto de éstos en el ámbito público y el surgimiento de la nueva gestión pública en los recursos humanos, sugiriendo innovaciones y flexibilización, tanto del modelo weberiano, como del sistema de carrera administrativa, con el objeto de adecuarlo a las nuevas realidades del presente siglo.

    Points out the main changes that are taking place in the environment and analyzes their impact on the public sphere and the emergence of the new public management in human resources, suggesting innovations and flexibility, both of the weberian model and of the administrative career system, in order to adapt it to the new realities of the present century.
