Este trabajo se centra en el análisis del significado que debe tener la existencia de una comunidad de derecho, para ello se analiza la construcción institucional actual del SICA , desde el patrimonio constitucional centroamericano hasta el funcionamiento de los órganos creados por el protocolo de Tegucigalpa y sus instrumentos complementarios y actos derivados, con el objeto de crear un espacio de reflexión en la comunidad académica relativa a si ésta organización cuenta con características fundamentales para esa categorización.

This paper focuses on the analysis of the meaning that the existence of a community of law should have. To this end, the current institutional construction of SICA is analyzed, from the central american constitutional heritage to the functioning of the bodies created by the protocol of Tegucigalpa and its complementary instruments and derived acts, with the purpose of creating a space for reflection in the academic community regarding whether this organization has the fundamental characteristics for this categorization.
