El Sistema de la Integración Centroamericana (SICA)es una institución sui generis que obedece a lasrealidades de la región; en ese sentido, no puedeobviarse que, esta búsqueda de adaptación la hallevado a sufrir diversos procesos de cambio y reflexión-a lo largo de sus veinticinco años de historia,- almismo tiempo que trata de mantener su esencia yprincipios fundacionales. Esta es la encrucijada delcambio institucional del SICA. Es allí, en medio delas reflexiones y los procesos, donde las distintasposturas y las distintas pasiones intervienen buscandouna integración más acorde a sus visiones; es en estaarena, donde se vislumbran las diferentes coherenciasy contradicciones entre los participantes del juego delcambio de una institucionalidad tan grande.

The Central American Integration System (SICA) is asui generis institution that obeys the realities of theregion; In that sense, one cannot ignore that this searchhas led adaptation to undergo various processes ofchange and meditiation, -over twenty-five years ofhistory-, while trying to maintain its essence. Thisis the crossroads of SICA’s institutional change. It isthere, in the midst of reflections and processes, wheredifferent positions and different passions interveneseeking an integration more in line with their visions;it is in this arena, where the different coherences andcontradictions between the participants of the gameof the change of an institutionality as big as the SICAare glimpsed.
