    La militarización del orden público durante el siglo XIX constituye un fenómeno de elevado interés que permite dar respuesta a las necesidades sociales y políticas del momento. Desde un marco jurídico-constitucional difuso, se articula la participación del Ejército, en connivencia con otros cuerpos de seguridad de distinta naturaleza, para la protección de personas y bienes. La constatación de la ineficacia del empleo de recursos estrictamente defensivos para tareas de orden público, exige la creación de un cuerpo de seguridad, de naturaleza militar, cuyo éxito residirá en la adecuada especialización y organización de sus miembros: la Guardia Civil. Complementariamente, se articularán medidas normativas excepcionales, incluida la extensión de la jurisdicción militar sobre los civiles, posibilitando cierta efectividad frente a las graves alteraciones del orden público del momento. Como contrapartida, se configura un sistema de seguridad excesivamente rígido y politizado, que no impedirá el mantenimiento de la Guardia Civil hasta nuestros días.

    The militarization of public order during the 19th century is a phenomenon of great interest that allows to respond to the social and political needs of the time. From a diffuse legal-constitutional framework, the participation of the Army is articulated, in connivance with other security forces of different nature, for the protection of people and goods. The confirmation of the ineffectiveness of the use of strictly defensive resources for public order tasks, demands the creation of a security corps, of military nature, whose success will reside in the adequate specialization and organization of its members: the Civil Guard. Complementarily, exceptional normative measures will be articulated, including the extension of military jurisdiction over civilians, making possible a certain effectiveness in the face of serious disturbances of public order at the time. On the other hand, an excessively rigid and politicized security system was set up, which did not prevent the maintenance of the Civil Guard up to the present day.
