    La Gestión turística como instrumento clave en el desarrollo local permite fortalecerel vínculo del gobierno con la administración sectorial, el sector privado y los actoressociales, mismos que buscan el beneficio de todos los participantes. Actualmenteel turismo es una de las actividades económicas más importantes y representativasdel mundo. La presente investigación tuvo como objetivo principal analizar la gestiónturística como herramienta de desarrollo local en el cantón Portoviejo Caso: “Cerrode Hoja”. El diseño metodológico fue de tipo analítico, bibliográfico y estadístico, seaplicó la técnica de la encuesta dirigida a los habitantes del sector. Concluyendo que laGestión turística en la zona se encuentra en declive, puesto que existe un cambio en la administración, también se evidenció una reducción de empleos en microempresarios,artesanos y restaurantes, entre otros. La falta de inversión y apoyo por parte de lasautoridades, quienes no se comprometen en mejorar el sitio como: la infraestructura,servicios y publicidad, son aspectos que afectan directamente a sus pobladores porla ausencia de turistas. Finalmente se define una propuesta basada en un modelo degestión turística cuyos objetivos cuentan con estrategias que permitirán alcanzar eldesarrollo de la localidad y mejorar la calidad de vida de sus pobladores.

    Tourism management as a key instrument in local development strengthens the linkbetween the government and the sectoral administration, the private sector and socialactors, all of whom seek the benefit of all participants. Tourism is currently one of themost important and representative economic activities in the world. The main objectiveof this research was to analyze tourism management as a tool for local development inthe Portoviejo canton Case: “Cerro de Hoja”. The methodological design was analytical,bibliographic and statistical, the survey technique was applied to the inhabitants of thesector. It was concluded that tourism management in the area is in decline, since thereis a change in the administration, and there is also evidence of a reduction of jobs inmicro-entrepreneurs, artisans and restaurants, among others. The lack of investment andsupport from the authorities, who are not committed to improving the site’s infrastructure,services and publicity, are aspects that directly affect its inhabitants due to the absenceof tourists. Finally, a proposal is defined based on a tourism management model whoseobjectives include strategies that will allow the development of the locality and improvethe quality of life of its inhabitants.
