  This essay presents the first initiatives of central government in the area of social housing. The initial project was launched in 1918 under the Ministry of Commerce, in a moment there was a huge shortage of housing, with hygiene and sanitary conditions, for the lower classes. In 1919, the planning of housing estates, according to a more progressive model, is due to the Labor Ministry. Ajuda /Boa-Hora and Arco do Cego neighborhoods, in Lisbon, were the only ones, among the neighborhoods then started, to be officially opened by the central government but already after 1926.

  Cet article analyse les premières interventions de l’État dans la question de l’habitation sociale. Pour atteindre cet objectif, le premier projet de construction d’«habitations économiques» date de 1918, sous la responsabilité du Ministère du Commerce. Ce projet est justifié par la nécessité de garantir la salubrité et l’hygiène publiques. À partir de 1919, les plans des Bairros Sociais (quartiers sociaux) suivent les conceptions progressistes du ministre du Travail de l’époque. Seuls les quartiers de «Ajuda/Boa Hora» et de «Arco do Cego», à Lisbonne, furent achevés par l’administration centrale. Leur construction était très avancée en 1926 et leur inauguration officielle eurent lieu sous l’Estado Novo.

  O artigo apresenta as primeiras iniciativas do Estado central na área da habitação social. O projecto inicial foi lançado em 1918, sob a tutela do Ministério do Comércio, num momento em que se registava uma enorme carência de habitação para as classes mais desfavorecidas com condições de higiene e salubridade. Em 1919, o planeamento de bairros sociais, segundo um modelo mais progressista, deve-se ao Ministério do Trabalho. O Bairro da Ajuda/Boa Hora e o do Arco do Cego, em Lisboa, foram os únicos, de entre os bairros então iniciados, a ser inaugurados oficialmente pelo Estado central, mas já após 1926.
