Economía solidaria como política y estrategia de desarrollo: del discurso a las prácticas

      A partir de elementos generales presentados en análisis anteriores sobre diversas experiencias de políticas públicas en Rio Grande do Sul, y su comparación con los resultados de una investigación sobre experiencias y procesos que han tenido lugar en los últimos cinco años, el presente trabajo busca identificar algunas tendencias, continuidades y discontinuidades, profundizando los dilemas y desafíos de la economía solidaria en el actual contexto brasileño. De manera general, se concluye que, a pesar de las evidencias de ampliación de la economía solidaria y de las políticas públicas implementadas para su fomento en los últimos diez años, las mismas no adquirieron un carácter estratégico o prioritario y parecen profundizar los límites ya identificados en investigaciones anteriores, contrariando numerosas de las expectativas iniciales.AbstractOn the basis of general elements presented in previous analysis about diverse public policies experiences in Rio Grande do Sul and their comparison with the outcomes of some research about experiences and processes taken place during the past five years, this study aims at identifying several trends, continuities and discontinuities, at the time that it thoroughly studies the dilemmas and challenges which solidary economy currently faces in Brazil. In a general way it is concluded that, in spite of evidences of deepening of solidary economy and strengthening of public policies during the last ten years, these have not acquired a strategic or urgent character and seem to deepen the boundaries already identified in previous research, going against many of the initial expectations.
