En este texto se reconstruyeron y compararon los presupuestos públicos de gastos y su ejecución diseñados por el Estado de Campeche durante una fase del ciclo agroexportador mexicano. El análisis identificó la constitución del presupuesto, sus componentes y los procedimientos de su ejercicio. Como resultados se acreditó la sincronización del diseño del programa de egresos con el movimiento de envíos del colorante natural extraído del territorio; asimismo, en contraste a los ramos educativo, de infraestructura o de intentar aligerar la losa tributaria, los de seguridad y gasto corriente representaron la mayor inversión presupuestal y tuvieron menos recortes ejercidos; finalmente, se evidenció la colocación en la nómina de los favorecidos por nexos de parentela con la red de los gobernadores Montalvo-Baranda.
In this text, the public expenditure budgets and their execution designed by the state of Campeche during a phase of the Mexican agricultural-export cycle were reconstructed and compared. The analysis identified how the budget, its components and the procedures for its application were established. The results revealed that the design of the expenditure program was synchronized with the movement of shipments of the natural dye extracted from the territory. Likewise, the security and current spending areas represented the largest budget investment and fewer cuts were made to them compared to education and infrastructure, areas which had greater cuts in order to lighten the tax burden. Finally, the inclusion in the payroll of those favored by family ties to the network in the Montalvo-Baranda governors was evidenced.
