Los hijos menores de foreign fighters como cuestión jurídica, de seguridad y humanitaria

    La expulsión del Dáesh del territorio ocupado en Irak y Siria ha generado interrogantes jurídicos, de seguridad y humanitarios. Destaca el fenómeno de los combatientes terroristas extranjeros retornados y, dentro de los mismos, los menores hijos de aquellos. En este artículo analizamos las propuestas que hacia esos menores están realizando las diferentes organizaciones internacionales, privilegiando la situación de quienes se hallan junto con sus progenitores en determinados escenarios geográficos como los campos de refugiados de Al Hol. La complejidad de la situación de los menores alude a cuestiones humanitarias y a otras relacionadas específicamente con el terrorismo.

    Daesh’s expulsion from occupied territory in Iraq and Syria has raised legal, security and humanitarian questions. The phenomenon of returned foreign terrorist fighters stands out and, within them, their minor children. In this article we analyze the proposals that different international organizations are making towards these minors, favoring the situation of those who are together with their parents in certain geographical settings such as the Al Hol refugee camps. The complexity of the situation of minors refers to humanitarian issues and others specifically related to terrorism.
