Los organismos nacionales de juventud en perspectiva histórica: agendas y recorridos institucionales en América Latina y el Caribe (1980-2020)

    El artículo indaga la institucionalidad estatal sobre juventudes a escala nacional en la región de América Latina y el Caribe, desde dos grandes interrogantes: ¿cómo y cuándo tiene lugar la emergencia de los primeros organismos nacionales de juventud? y ¿cómo se plasman en dichas institucionalidades las producciones sociales predominantes de las juventudes?. Siguiendo los aportes de la sociohistoria y sobre la base de un trabajo etno-gráfico con archivo documental, se focaliza la atención en el surgimiento de la cuestión juvenil y en los distintos modos y momentos en que se cristaliza dicha cuestión en la estructura estatal, en el marco de los procesos sociales y políticos más generales de la región. La investigación recupera la expe-riencia de gestión estatal de juventud en 18 países de la región latinoameri-cana y caribeña, y muestra que la construcción de organismos estatales de juventud se produce en cuatro momentos o ciclos consecutivos. Estos ciclos se presentan como una clave de lectura que permite reunir y dar sentido a contextos políticos, sociales e institucionales variados a partir de la articula-ción entre: i. los lineamientos de acción con juventudes impulsados por los organismos regionales e internacionales; ii. la instalación y consolidación de un campo académico de estudio específico sobre la cuestión juvenil; y iii. las experiencias de activismos y movilización política juvenil que se multiplican en todo el continente. El artículo realiza un aporte singular al campo de las ciencias sociales en general, y a los estudios de juventud en particular, que invita a profundizar los debates que giran en torno al rol del Estado y la implementación de políticas públicas destinadas a las personas jóvenes en coyunturas específicas

    The article investigates the state institutionality on youth at the national level in the Latin American and Caribbean region, based on two main ques-tions: how and when did the emergence of the first national youth orga-nizations take place; and how, within the framework of said institutions, the predominant social productions of youth are reflected. Following the contributions of sociohistory and ethnographic work with documentary ar-chives, attention is focused on the emergence and on the different ways and moments of crystallizing the youth issue in the state structure, within the framework of the more general social and political processes of the region. The research recovers the experience of state youth management in 18 countries of the Latin American and Caribbean region, in order to show that the construction of state youth organizations in the Latin American and Caribbean region occurs in four moments or historical cycles that are consecutive to each other. Without losing sight of the singularities of each country, these cycles are presented as a reading key that allows gathering and giving meaning to the various political, social and institutional contexts based on the articulation between the guidelines for action with youth pro-moted by the organizations regional and international; the installation and consolidation of a specific academic field of study on the youth issue; and the experiences of activism and youth political mobilization that are multi-plying throughout the continent.The article represents a unique contribution to the field of social sciences in general and to youth studies in particular, which invites to deepen the de-bates that They revolve around the role of the State and the implementation of public policies aimed at young people, in specific situations
