The main objective of this article is to answer, from a historical perspective, why the construction of a maritime conscience in Mexico has failed, despite the fact that the country has wide coastlines and occupies a geostrategic position in the American continent. The premise from which this article sets off, is that it was in the construction of national identity during the 19th century, the space in which the ideological fights that defined what should be preserved in historical memory were fought, where the maritime aspect occupied a secondary place against the past of the Spanish heritage that was decisive in the terrestrial mentality that shaped the various power groups in nineteenth-century Mexico
