Resumen de Colombia: un asunto de seguridad regional

La crisis colombiana es apenas la punta del iceberg de la situación por la que atraviesa toda la región andina. Tres datos se destacan: el colapso parcial del Estado, la persistencia del fabuloso negocio de las drogas ilícitas y la transformación paulatina del conflicto armado, de una revuelta amorfa y fragmentada en una guerra extendida a todo el territorio nacional, que afecta crecientemente ámbitos urbanos y podría adoptar la forma de guerra civil. Todo esto ha alentado la intervención norteamericana, como lo demuestra el Plan Colombia, mientras se mantiene la lejanía de Europa y el silencio de los países vecinos. La situación requiere una iniciativa latinoamericana parecida a la de Contadora en los años ochenta, cuando varias naciones centroamericanas estaban en guerra civil, una iniciativa que consulte las nuevas realidades geopolíticas e involucre a la sociedad civil internacional.

The prevailing Colombian crisis in only the ‘tip of the iceberg’ with respect to theoverall situation in the Andean region. In Colombia there are there outstanding features, the partial or complete collapse of the state in large areas of the country, the continuing presence of the lucrative drug trade, and the slow transformation of the armed conflict from one of fragmented guerilla warfare into a open warfare extending throughout the country. The conflict is increasingly affecting urban areas and has all the potential to become a civil war. This scenario has induced United States intervention through the Plan Colombia. Europe remains at a distance and neighboring countries are silent. The situation requires a Latin American initiative similar to that of the Contadora Agreement in the decade of the Eighties when various Central American nations were in civil war. Such an initiative should take into account the prevailing geopolitical realities and involve international civil society.
