  El presente trabajo de diploma titulado: Auditoria de Desempeño al Sistema de Gestión Ambiental en la Provincia de Cienfuegos, tiene como objetivo elaborar un programa de Auditoría para las entidades de la provincia que permita evaluar su gestión ambiental en diferentes períodos, mostrando la necesidad de contar con nuevas herramientas que permitan un mayor control sobre los diferentes elementos contaminantes del entorno, tales como: sustancias, derrames, y escapes de gases que puedan crear afectaciones en las dimensiones sociales, económicas, políticas, ambientales, etc. por parte de las entidades al medio ambiente. Para ello el siguiente trabajo se estructura en tres capítulos. El primero abarca el marco teórico referencial de la investigación, donde se abordan temas como el medio ambiente y la auditoría ambiental, así como los principales elementos a destacar en cada caso. En el segundo se realiza una breve caracterización del Ministerio de Ciencia Tecnología y Medio Ambiente (CITMA), y de la Ciudad de Cienfuegos y se ajusta el programa diseñado por Cuellar, 2013 al Sistema de Gestión Ambiental en la provincia de Cienfuegos. En el tercer capítulo se procede a la ejecución de la auditoría y se muestran los resultados obtenidos. Por último se arriba a conclusiones y se proponen recomendaciones a partir de los resultados de la investigación. La misma pretende facilitar una mayor utilización de instrumentos para evaluar la gestión ambiental en entidades de la provincia. Se utilizaron técnicas tales como la observación, entrevistas, encuestas, que, con el fin de enriquecer la investigación, se llevaron a cabo desde diferentes enfoques.

  The present senior thesis entitled: Audit of Performance to the Environmental Management System in the Province of Cienfuegos, is aimed at developing an audit program for entities in said province that allows management assessment at different stages in order to prove a need for new tools when it comes to achieving greater control over the different polluting elements: substances, spills, and gas leaks that have a social, economic and political impact on the environment. In that respect, the following thesis has been divided into three chapters. The first chapter encompasses the theoretical frame of reference used as a basis for the research and addresses issues such as the environment, environmental auditing and the main elements to highlight for each of them. The second chapter includes a brief description of the Ministry of Science, Technology and Environment (known by its Spanish acronym CITMA) and the City of Cienfuegos. It also presents modifications made to the 2013 Cuellar program on the Environmental Management System in the province of Cienfuegos. In the third chapter, the auditing is explained as it was conducted, as well as the results obtained. Finally, conclusions are reached and the recommendations derived from the research are proposed. Said research has been conducted in order to facilitate a greater use of assessment tools by the entities in the province when it comes to environmental management. Amongst the techniques used to enrich the research, we can include observation, interviews, and surveys that were conducted from different approaches.
