The paper discusses the affect emerging definitions of waste are having on the controls .over the creation, movement and disposal of waste on a world-wide scale. The evolvement of waste management as a professional practice, together with the creation of the International Solid Waste Association (ISWA) is reviewed. The constraints of the waste hierarchy is considered and the relative merits of different disposal systems are assessed. The paper addresses the affect of a number of fiscal incentives, including taxation on landfill. Support is given to the introduction of certification systems for technical competence in managing a wide range of waste facilities. The necessity for national environment agencies covering the land, air and water environment is emphasised. The provision of teams of waste managers to respond immediately to war and disaster situations is advocated. The paper concludes with the requirement to establish formal global links in waste management.
