Desmitificando: Presencia del Estado en relación al crecimiento del narcotráfico en Paraguay

    En los últimos años se acrecentó la cantidad de sucesos relacionados al narcotráfico en el Paraguay. Un escenario con potencialidad de gravedad, primordialmente, por las operaciones de grupos criminales transnacionales y el aumento generalizado de la violencia cotidiana. Ante la nefasta coyuntura brotó un conjunto de discursos que argumentaron el crecimiento del fenómeno debido a la ausencia del Estado, y sus respectivos agentes. A pesar de ello, es importante preguntarse ¿solo se podría atribuir al Estado, su presencia, o ausencia, como el único o el principal factor de crecimiento del crimen organizado y del mercado ilegal de las drogas en el Paraguay? Al respecto, se propuso discutir a tal línea explicativa mediante datos empíricos que mostraron las acciones estatales en los territorios rojos: ‒departamentos de Amambay, Canindeyú y Concepción‒. Para lograr el objetivo propuesto se realizó una investigación tipo documental, con un alcance descriptivo, como técnica de recolección de datos se realizó el análisis documental y el instrumento utilizado fue la ficha de contenido. En tal sentido se pude afirmar que se complejizó que el narcotráfico se halla en tales zonas a pesar de que sí ha existido una acción estatal observable a través de: a) la Policía Nacional b) agentes de la SENAD y c) unidades fiscales especializadas. El artículo, buscó desmitificar una idea aceptada, promoviendo e invitando, últimamente a otros razonamientos que consiguieran dar una mejor fundamentación de lo sucedido en lo que respecta al narcotráfico y su expansión en el Paraguay.

    In recent years, the number of events related to drug trafficking in Paraguay has increased, which represents a potentially serious scenario, primarily due to the operations of transnational criminal groups and the generalized increase in daily violence. Faced with this unfortunate situation, a series of discourses argues that the growth of the phenomenon is due to the absence of the State and its respective agents. Nevertheless, it is important to ask the question: can only the State and its presence, or absence, be attributed as the sole and main factor in the growth of organized crime and the illegal drug market in Paraguay? In this regard, it was proposed to discuss this line of explanation by means of empirical data showing state actions in the so called red territories: the Departments of Amambay, Canindeyú and Concepción. In order to achieve the proposed objective, a documentary type of research was carried out, with a descriptive scope, documentary analysis was used as the data collection technique, and the instrument used was the content card. In this sense, it can be affirmed that drug trafficking has become more complex in these areas despite the fact that there has been observable state action through: a) the National Police, b) SENAD agents, c) specialized fiscal units. The article sought to demystify an accepted idea, ultimately promoting and inviting other reasoning that would provide a better basis for what has happened with regard to drug trafficking and its expansion in Paraguay.
