Based on the project study for the establishment of the municipal government system and the orders issued by the Superintendency and the Superior Board of the Royal Treasury, it was possible to verify how the role of viceroys in the government of the royal treasury was empowered by granting them the jurisdiction for treatment of appeals in income from government monopoly lawsuits
