    • During the early thirteenth century, the Apostolic See tried to assert its pastoral and jurisdictional primacy by claiming the right to speak in public and circulating its words Urbi et Orbi. The essay intends to investigate the way in which this claim developed during the pontificates of Innocent III (1198-1216), Honorius III (1216-1227) and Gregory IX (1227-1241). These popes considered themselves as model preachers and for this reason they multiplied initiatives and normative interventions in this regard. At the same time, they tried to show their oratory force also at a judicial level, contributing to the formalization of the rite of excommunication.

      Addressing sermons and passing judicial sentences, usually during sophisticated ceremonials, the popes tried to make the Christianity understanding their words by delegating the potestas predicandi and potestas ligandi et solvendi to their representatives. The analysis of the papal documentation and that relating to the papal delegates clarifies the modalities and consequences of this phenomenon which has contributed both to the consolidation of the authority of the Apostolic See in the public space and to the definition of the procedures for inclusion and exclusion among the societas christiana of the time.
