    Resumen: Tras los 30 años que lleva la iniciativa europea LEADER promoviendo el desarrollo rural, recientemente se ha puesto en marcha el proyecto piloto Smart Rural 21 que busca aportar nuevas estrategias y soluciones desde una perspectiva inteligente, donde la innovación y las tecnologías ayuden a los municipios a desarrollarse de forma integral y frenar la despoblación. El artículo analiza las propuestas que se han presentado a esta convocatoria en España y Portugal, para dar una imagen global de la Península Ibérica. La investigación utiliza una metodología multimétodo, combinando técnicas cuantitativas, cartográficas y de diagnóstico territorial mediante la herramienta DAFO. Tanto España como Portugal buscan conjuntamente avanzar en la transformación de los territorios y el desarrollo local mediante distintos proyectos como INTERREG y Smart Comunidad Rural Digital, en los que participan las dos regiones estudiadas. Ambos territorios cooperan para reducir la brecha digital, mejorar la economía e impulsar la oferta turística. Como hipótesis se plantea que el éxito de esta nueva iniciativa europea para el desarrollo rural en la próxima década dependerá de múltiples factores y no solamente la digitalización. Junto al mantenimiento del enfoque territorial que se ha demostrado efectivo, Smart Rural 21 persigue una serie de estrategias CAME que ayuden a frenar la inercia de la despoblación de los espacios rurales.

    Abstract: After the 30 years that the European initiative LEADER has been promoting rural development, the Smart Rural 21 pilot project has recently been launched, which seeks to provide new strategies and solutions from an intelligent perspective, where innovation and technologies help municipalities to develop in an integral way and stop depopulation. The article analyzes the proposals that have been submitted to this call in Spain and Portugal, to give a global image of the Iberian Peninsula. The research uses a multi-method methodology, combining quantitative, cartographic, and territorial diagnostic techniques using the SWOT tool. Both Spain and Portugal jointly seek to advance in the transformation of the territories and local development through different projects such as INTERREG and Smart Rural Digital Community, in which the two regions studied participate. Both territories cooperate to reduce the digital divide, improve the economy, and boost the tourist offer. As a hypothesis, it is proposed that the success of this new European initiative for rural development in the next decade will depend on multiple factors and not only digitization. Together with the maintenance of the territorial approach that has been shown to be effective, Smart Rural 21 pursues a series of CAME strategies that help to stop the inertia of the depopulation of rural spaces.
