    Artículo procedente de la intervención del autor en las Jornadas celebradas con motivo del 40 aniversario del Reglamento del Congreso, en el que se valora positivamente el significado histórico y la utilidad del mismo, al tiempo que se destacan los problemas que ha suscitado esta norma a lo largo de cuatro décadas y, particularmente, desde que en 2008 se han ido acumulando la crisis económica, la crisis política y la crisis sanitaria. Como conclusión, se suscita la necesidad de afrontar reformas, recomponiendo y renovando los pilares que deben sostener las Cortes Generales como institución central de nuestra democracia. Aunque también se subrayan las dificultades para una reforma no meramente cosmética, dirigida a afrontar con determinación plena los problemas de fondo que afectan hoy a la institución parlamentaria.

    The article from the author’s intervention in the Conference held on the occasion of the 40th anniversary of the Regulations of the Congreso, in which the historical significance and usefulness of the same are positively valued, while the problems that this rule has caused over four decades are highlighted, particularly since 2008, with the accumulation of the economic crisis, the political crisis and the health crisis. In conclusion, there is a need to face reforms, recomposing and renewing the pillars that must support the Cortes Generales as the central institution of our democracy.

    Although the difficulties for a not merely cosmetic reform, aimed at facing with full determination the fundamental problems that arise today in the parliamentary institution, are also underlined.
