Resumen de Contrapesos de política fiscal en COVID 19: Estudio de caso para Argentina, Brasil, Chile, Colombia, México y Paraguay

  La llegada de la COVID 19 ha representado grandes retos para Latinoamérica, que se caracteriza por altos niveles de desempleo, pobreza y desigualdad, sumado a débil estructura fiscal, bajos niveles de recaudo, políticas de gasto deficientes y altos niveles de corrupción y evasión. A la luz de este contexto, se realiza un análisis cualitativo de las medidas tomadas por seis países latinoamericanos como respuesta a la pandemia. Los análisis muestran que las medidas tomadas fueron circunstanciales, siendo el gasto público el contrapeso en materia de política fiscal, para mantener el bienestar de la sociedad, ampliar la cobertura en salud, ayudar al aparato productivo y prevenir altos niveles de contagio, conllevando a una tendencia al alza del déficit fiscal.

  The advent of COVID 19 has posed major challenges for Latin America, which is characterised by high levels of unemployment, poverty, and inequality, coupled with weak fiscal structures, low levels of revenue collection, poor spending policies and high levels of corruption and evasion. Considering this context, a qualitative analysis is made of the measures taken by six Latin American countries in response to the pandemic. The analyses show that the measures taken were circumstantial, with public spending being the counterweight in terms of fiscal policy, to maintain the welfare of society, expand health coverage, help the productive apparatus and prevent high levels of contagion, leading to an upward trend in the fiscal deficit.
