  La presente investigacio?n tiene como objetivo comparar el grado de importancia otorgado a los obs- ta?culos para la innovacio?n asociados a capacidades internas, informacio?n y entorno en Instituciones de Educacio?n Superior (IES) innovadoras (en sentido estricto y amplio) y potencialmente innovadoras con las no innovadoras con intencio?n de innovar. La poblacio?n son las IES con 20 personas o ma?s e ingresos superiores a 1.000 millones de pesos incluidas en la EDITS IV 2012-2013, siendo esta la te?cnica de recoleccio?n de informacio?n. Los porcentajes de IES que otorgaron importancia a la escasez de recursos propios, la falta de personal calificado, la escasa informacio?n sobre tecnologi?a disponible, la incertidumbre frente a la demanda de bienes y servicios innovadores, las dificultades para acceder a financiamiento externo a la empresa, las escasas posibilidades de cooperacio?n con otras empresas o instituciones y la facilidad de imitacio?n por terceros fueron mayores para aquellas con intencio?n de innovar que para las innovadoras y potencialmente innovadoras, mientras los porcentajes que otor- garon importancia a la escasa informacio?n sobre mercados y la insuficiente capacidad del sistema de propiedad intelectual para proteger la innovacio?n son mayores para las innovadoras y potencialmente innovadoras que para aquellas con intencio?n de innovar.

  ABSTRACT The objective of this research is to compare the degree of importance given to the obstacles to innovation associated with internal capabilities, information and environment in innovative (in a strict and broad sense) and potentially innovative Higher Education Institutions with non-innovative-will- ing-to-innovate ones. The population is the Institutions with 20 people or more and income exceeding 1,000 million Colombian pesos included in the EDITS IV 2012-2013, being this survey the technique of information collection. The percentages of Institutions that gave importance to the scarcity of own resources, the lack of qualified personnel, the scarce information on available technology, the uncertainty regarding the demand of innovative goods and services, the difficulties to access external financing, the limited possibilities of cooperation with other companies or institutions and the ease of imitation by third parties were greater for non-innovative-willing-to-innovate Institutions than for innovative and potentially innovative ones, while the percentages that gave importance to the scarce information on markets and the insufficient capacity of the intellectual property system to protect innovation are greater for innovative and potentially innovative than for non-innovative-willing-to-innovate ones.
