La Militarización del Desarrollo: La intervención humanitaria humanicida en Haití

    Las intervenciones humanitarias pretenden garantizar la estabilidad, seguridad y desarrollo de los países en los que se actúa. En teoría, éstas son altruistas y apolíticas. Sin embargo, en la mayoría de los casos, sólo han profundizado las relaciones de inestabilidad, desigualdad y violencia para garantizar intereses particulares. Además, a pesar de que se vinculan con concepciones críticas de seguridad, la militarización ha fungido como la herramienta central para su implementación. Así, el objetivo principal de esta investigación será analizar la relación entre las históricas intervenciones en Haití -justificadas con discursos civilizatorios, humanitarios y desarrollistas- y la realidad económica, política y social del pueblo haitiano.

    El principal hallazgo de este estudio es que la injerencia extranjera, catalogada como humanitaria, ha atentado contra la vida, desarrollo, seguridad y dignidad de la población haitiana. De tal suerte, las intervenciones han garantizado la reproducción de los intereses capitalistas y el dominio de Estados Unidos en la región del Gran Caribe, atentando contra el bienestar y la vida del pueblo en su conjunto.

    Humanitarian interventions aim to guarantee the stability, development, and security of the countries in which they operate. In theory, these are altruistic and apolitical. Notwithstanding, in many cases, they have deepened the instability, inequality, and violence of the countries in which they act to guarantee private interests. Even though humanitarian interventions are associated with critical security concepts, militarization has served as the central tool for their implementation. Thus, this research will analyze Haiti's historical interventions -justified by civilizational, humanitarian, and developmental discourses - and the economic, political, and social reality of the Haitian people.

    The main finding of this study is that foreign interference, classified as humanitarian, has attempted against the life, development, security, and dignity of the Haitian population. Thus, humanitarian interventions have guaranteed the reproduction of capitalist interests and the dominance of the United States in the Greater Caribbean, threatening the life and well-being of the people as a whole.
