A lo largo de la historia la atención a las necesidades de los pobres y enfermos ha estado relegada a las personas caritativas, que con sus bienes, se dedicaban a remediar los males de aquellos. En este sentido Álvaro de Carvajal, santeño que fuera un alto cargo administrativo en Perú, en el Consejo de Su Majestad de las Indias, en el año 1590, creó una fundación para la realización de un edificio que albergara un hospital (para hospedar, sustentar y curar a los pobres y enfermos), un centro educativo y un templo.
