La Comunidad de Estados Latinoamericanos y Caribeños (CELAC), conformada por 33 países, constituye una instancia común de concertación y cooperación con una importante proyección externa. Con el nacimiento de la CELAC, la Unión Europea (UE) lograba beneficiarse de un portavoz legítimo en la región. Sin embargo, la representatividad y legitimidad de la CELAC están en entredicho desde hace un tiempo por profundas divisiones ideológicas entre sus miembros y la salida de Brasil, entre otros factores. Con ello, el dinamismo del diálogo político con los países europeos se ha visto afectado. Frente a la pandemia de Covid-19, las dos contrapartes buscaron instancias alternativas para continuarla cooperación y el diálogo frente a la imposibilidad de la CELAC de ejercer el rol de representante de los países latinoamericanos. Surgieron diferentes instituciones auxiliares bajo el paraguas de diálogos interregionales, aunque lo que se manifiesta es la aparición de instancias de naturaleza ad hoc y de membresía parcial

The Community of Latin American and Caribbean States (CELAC), made up of 33 countries, is a common body for consultation and cooperation with an important external projection. With the birth of CELAC, the European Union (EU) was able to benefit from a legitimate interlocutor in the region. However, the representativeness and legitimacy of CELAC have been in question for some time due to deep ideological divisions among its members and the with drawal of Brazil, among other factors. As a result, the dynamism of the political dialogue with European countries has been affected. Faced with the Covid-19 pandemic, both counter parts sought alternative instances to continue dialogue in the face of CELAC’s impossibility of exercising the role of representative. The appearance of different auxiliary institutions under the umbrella of interregional dialogues shows, actually, the creation of ad hoc instances and of partial membership
