El Presupuesto General de la Nación asignados al sistema judicial: Análisis de los años 2013 al 2019

    El Presupuesto General de la Nación,  tiene su fundamento normativo en la Constitución Nacional y las leyes nacionales. Se elabora a partir del Plan Nacional de Desarrollo, en vista a los objetivos y metas trazados a nivel país para cada periodo. Por la característica demográfica propia, de estar transitando Paraguay por el bono demográfico,  el presupuesto en aumento será la tendencia en los próximos años hasta que la primavera poblacional culmine. Teniendo en cuenta esta característica, en el artículo se analiza el presupuesto invertido en el sistema de justicia, donde las instituciones encargadas analizadas son la Corte Suprema de Justicia, el Ministerio Público, la Defensoría General, y el Tribunal Superior de Justicia Electoral. A fines de la investigación y trazabilidad de los datos se recurrió a los emanados del Ministerio de Hacienda, ente encargado principalmente del manejo presupuestario, y que en los últimos años creó su aplicación digital adecuándose lo requerido por un gobierno digital con una herramienta base para la transparencia gubernamental.

    The General Budget of the Nation has its normative foundation in the National Constitution and ot her national laws. It is made from the National Development Plan, in view of objectives and goals outlined at national level for each period. Due to its demographic characteristics, and the demographic bonus, Paraguay will have an increasing budget in the next years, at least until the demographic boom ceases. Taking into account this characteristic, this article analyses the budget invested in the judicial system, and it covers the Supreme Court of Justice, the Public Ministry, the National Public Defenders Office and the Superior Court of Electoral Justice. For the purposes of this research and data’s traceability, the source of this study was the official information provided by the Ministry of Economy, entity responsible mainly for budgetary management. This Ministry also created a digital application to adapt the institution to the required technology for digital government, a fundamental tool for governmental transparency.
