Obligaciones de la Organización mundial de la salud según el Reglamento Sanitario Internacional

    El Reglamento Sanitario Internacional (RSI) es un instrumento de doble naturaleza y jurídicamente vinculante tanto para los Estados obligados con el mismo, como para la Organización Mundial de la Salud (OMS). De conformidad a su tratado constitutivo, la OMS tiene la gran responsabilidad de impulsar la sanidad multilateral, sin embargo, este objetivo se ve intensificado por las obligaciones estipuladas en el RSI, sobre todo, desde su última revisión en 2005. Así las cosas, en este trabajo se analiza la naturaleza jurídica del RSI y se señalan las principales obligaciones que recoge dicho instrumento para la OMS.

    The International Health Regulations (IHR) is an instrument of dual nature and legally binding for the States bound by it, and for the World Health Or-ganization (WHO). In accordance with the WHO Constitution, this interna-tional organization has the great responsibility of promoting multilateral health. However, this objective is intensified by the obligations stipulated in the IHR, especially since its last revision, in 2005. Thus, this paper is analyzed the legal nature of the IHR and the main obligations for the WHO in the IHR.
