    Este artículo analiza el modelo de gobierno implementado en el estado Guanajuato, a partir de la promulgación de la llamada Ley de policía en 1827, que estuvo vigente durante la primera experiencia federal y en la que se especifican las funciones del gobernador y los jefes de policía. De la reconstrucción de este marco normativo y las instituciones que se derivaron de él, se puede comprender la práctica y el funcionamiento de una concepción de gobierno basada en el poder de policía, el cual le permitió al Ejecutivo delimitar su ámbito de actuación y realizar labores encaminadas a promover, prevenir y fomentar el bienestar de los ayuntamientos.

    This article analyzes the model of government implemented in the State of Guanajuato, starting with the promulgation of the so-called Police Law in 1827, which was in force during the first federal experience and which specified the functions of the governor and the chiefs of police. From the reconstruction of this normative framework and the institutions that derived from it, it is possible to understand the practice and functioning of a conception of government based on the police power, which allowed the Executive to delimit its scope of action and carry out tasks aimed at promoting, preventing and fostering the welfare of the municipalities.
