Resumen de Desarrollo, estado y las políticas públicas orientadas al medio rural mexicano (1934-2020)

  El objetivo de este artículo es mostrar cómo el concepto de desarrollo que ha impuesto el contexto global a las naciones en desarrollo y que prioriza el crecimiento meramente económico junto con el tipo de Estado-Nación imperante en este tipo de naciones ha jugado un papel preponderante en el diseño de las políticas públicas orientadas al medio rural.

  Se llevó a cabo un análisis de tipo teórico- cualitativo, donde a través del método analítico-sintético de información, se realizó una exhaustiva revisión de fuentes sobre el tema con la finalidad de aportar un marco de referencia para el estudio de las políticas públicas rurales en México. Este análisis permitió determinar que en México la implementación de las políticas orientadas al mercado económico y no al desarrollo holístico del campo mexicano; lejos de cumplir con los objetivos de desarrollarlo lo llevaron al deterioro y su consecuente crisis estructural y a la persistencia de una fórmula:

  asistencialismo + subsistencia que genera un círculo de pobreza difícil de romper.

  The objective of this article is to show how the concept of development that the global context has imposed on developing nations and that prioritizes purely economic growth together with the type of Nation-State prevailing in these types of nations have played a preponderant role in the design of public policies aimed at rural areas. A theoretical-qualitative analysis was carried out, where through the analytical-synthetic method of information, an exhaustive review of sources on the subject was carried out in order to provide a frame of reference for the study of public policies rural in Mexico. This analysis made it possible to determine that in Mexico the implementation of policies oriented to the economic market and not to the holistic development of the Mexican countryside; far from meeting the objectives of developing it, they led it to deterioration and its consequent structural crisis and the persistence of a formula: welfare + subsistence that generates a cycle of poverty that is difficult to break.
