Resumen de La organización turística española en el nivel provincial: las juntas provinciales de turismo, 1928-1962

  La organización turística oficial española en las provincias surgió con la institucionalización de la política turística, a partir de 1928, con la creación del Patronato Nacional de Turismo. Apenas está estudiada. Este trabajo la aborda, para responder a estas cuestiones: cómo se proyectó, cuáles fueron los modelos exteriores de referencia, cuáles los principales debates en torno a ella y cuáles fueron sus funciones y financiación. Se explica ante que qué tipo de organización turística estamos (¿Administración? ¿Entidad colaboradora?), y cómo evolucionó, a través de las principales reformas, en tres momentos históricos diferentes: la dictadura de Primo de Rivera, la República y el primer franquismo, con las reformas de 1941 (que revalida el sistema mixto vigente desde 1931, cívico y burocrático) y las de 1953 y 1956-1957. Estas últimas “uniformizaron” el modelo de Juntas Provinciales de Turismo y las acabó convirtiendo en administración periférica del Ministerio de Información y Turismo

  The official Spanish tourist organisation in the provinces emerged with the institutionalisation of tourist policy, from 1928 onwards, with the creation of the National Tourist Board (Patronato Nacional de Turismo). It has scarcely been studied. This work tackles it in order to answer these questions: how it was planned, what were the external reference models, what were the main debates surrounding it and what were its functions and financing. It explains what type of tourist organisation we are dealing with (Administration? Collaborating entity?), and how it evolved, through the main reforms, in three different historical moments: the dictatorship of Primo de Rivera, the Republic and the early Franco regime, with the reforms of 1941 (which revalidated the mixed system in force since 1931, civic and bureaucratic) and those of 1953 and 1956-1957. The latter “standardised” the model of the Juntas Provinciales de Turismo and turned them into a peripheral administration of the Ministry of Information and Tourism.
