Resumen de La seconda rielezione presidenziale: Continuità o innovazione della forma di governo?
The topic of this essay is the re-election of President of the Republic Mattarella – the second after that of Napolitano in 2013 – considered from two points of view: as a stabilizing factor of the current parliamentary system now characterised by the crucial role of protection assumed by the Head of State; and as the emergence of the innovative or corrective trend of the form of government in the sense of greater verticalization in the allocation of public powers. In conclusion, the author contends that the pursuit of continuity in the constitutional set-up through changes in the practice that have a structurally profound impact on the dynamics of the form of government, above all by increasing the reliance of the entire political-institutional system on the body placed at the head of the State, helps to strengthen the aforementioned innovative trend
