En este trabajo se analizan los primeros efectos de la implantación del ingreso mínimo vital desde su puesta en marcha en 2020. Para su estudio se utilizan los microdatos de la Encuesta de condiciones de vida 2020 y de la Encuesta de Integración Social de la Fundación FOESSA de 2021, así como los registros del Ministerio de Inclusión, Seguridad Social y Migraciones. El resultado más general es una limitada eficacia, con importantes problemas de cobertura, e ineficiencia horizontal y vertical: hay un gran porcentaje de la población objetivo que no recibe la prestación, junto a otro que sin pertenecer a ella sí la recibe. La principal causa de denegación es el incumplimiento de los umbrales económicos de ingresos y patrimonio.
This paper analyses the first effects of the of the Ingreso Mínimo Vital since its launch in 2020. The study uses microdata from the ECV 2020 and the EINSFOESSA survey of 2021, as well as the administrative records of the Ministry of Inclusion, Social Security and Migration. The most general result is its limited effectiveness, with important problems of coverage, and horizontal and vertical inefficiency: there is a large percentage of the target population that does not receive the benefit, along with another that does not belong to it but does receive it.
