    The theme discussed here refers to how the investment in the Brazilian oil and natural gas sector behaved during the period from 2007 to 2018. The problem here is translated by a strong internal unity, the attempt to capture Brazilian oil , resulting in a chain of great complexity and branching. Therefore, the analysis cut, referring to the period mentioned above, can be justified by the contradictory aspect that underlies the following discussion: at the same time as there is a resumption of economic growth and the increase of jobs in the sector, there is also , the beginning of an economic and political crisis. Underlying this, it should be emphasized that the oil and natural gas sector have an ability to add value in the medium and long term that could finance projects in the various areas such as health, education, infrastructure, etc. However, this did not occur, since with the discovery of the pre-salt the emergence of a new geography of the oil in the world, where the Brazilian pre-salt points to a possible displacement or decentralization of the geographical and geopolitical axis of the petroleum of traditional regions such as the Middle East and North Africa to the Americas. In fact, the pre-salt discoveries mark a new scenario in the Brazilian oil industry. This aroused a commercial dispute.

    O tema aqui tratado refere-se como o investimento no setor petrolífero e de gás natural do Brasil se comportou durante o período de 2007 a 2018. O problema aqui versado é traduzido por uma forte unidade interna, a tentativa de captação do petróleo brasileiro, decorrendo, mediante isso, uma cadeia de grande complexidade e ramificação. Assim sendo, o recorte da análise, referente ao período acima citado, pode ser justificado pelo aspecto contraditório que subjaz a seguinte discussão: ao mesmo tempo em que há uma retomada do crescimento econômico e o aumento dos postos de trabalho no setor, há, também, o início de uma crise econômica e política. Subjacente a isso, convém ressaltar que o setor petrolífero e de gás natural possuem uma capacidade de agregar valor a médio e longo prazo que poderiam financiar, para a sociedade brasileira, projetos nas diversas áreas como: saúde, educação, infraestrutura, etc. No entanto, isso não ocorreu, porquanto com a descoberta do pré-sal vislumbrou-se o aparecimento de uma nova geografia do petróleo no mundo, onde o pré-sal brasileiro aponta para um possível deslocamento ou descentralização do eixo geográfico e geopolítico do petróleo de regiões tradicionais como Oriente Médio e África setentrional para as Américas. De fato, as descobertas do pré-sal assinalam um novo cenário em se tratando da indústria petrolífera brasileira. Isso despertou uma disputa comercial.
