    El año 2021 estuvo marcado por el regreso paulatino a la “nueva normalidad”, debido a la pandemia ocasionada por la COVID-19. A finales del 2021, el mundo aún se encuentra frente a la amenaza de nuevas variantes que, lejos de superar la pandemia, continúa siendo un reto para la sociedad en todos sus aspectos, incluido el jurídico. De esta manera, está surgiendo un nuevo panorama jurídico mundial que trata de enfrentar los desafíos y retos en los tiempos de pandemia.

    En este contexto, la Facultad de Derecho y Ciencia Política de la Universidad Privada Norbert Wiener reafirma su compromiso con la investigación en Derecho, a través de la publicación del volúmen 2, número 2 de la Revista Internacional de Derecho, una publicación académica de periodicidad semestral que cuenta con la que participación de académicos e investigadores nacionales y extranjeros.

    En estricto cumplimiento de los estándares internacionales en materia de investigación, todos nuestros artículos han sido sometidos a una revisión por pares (peer review), constituida por dos árbitros anónimos, quienes garantizan la originalidad y la calidad de su contenido. De igual manera, contamos con el respaldo y colaboración permanente de nuestro Comité Editorial y Comité Científico, que están conformados por un grupo de destacados académicos y profesionales nacionales e internacionales, quienes opinan sobre la pertinencia de la publicación, tanto de los artículos, como de la revista internacional en su conjunto. Estamos muy orgullosos de anunciar que la Revista se encuentra indexada en DIALNET y pronto en más indexadoras que acreditarán su calidad.

    En este tercer número, los autores nos guiarán en un cautivante viaje jurídico, a través de diversos tópicos de actualidad como las nuevas formas de medicación en la era actual, la seguridad jurídica en registros públicos, los conceptos esenciales sobre derecho y políticas referidas al transporte internacional de mercaderías, las políticas públicas y el control de la criminalidad, así como un nuevo enfoque sobre la suplencia de queja deficiente.

    Agradecemos a los árbitros, miembros del Comité Editorial y Comité Científico, por su invaluable participación en esta tercera entrega de la revista. Asimismo, al Vicerrectorado Académico, al Vicerrectorado de Investigación y al Fondo Editorial de la Universidad, por su contribución para hacer posible la publicación de la revista. Finalmente, un agradecimiento especial a la Decana de la Facultad de Derecho y Ciencia Política, Delia Muñoz Muñoz y al Secretario Académico, Braulio Arias Villagómez por confiarme la edición y publicación del volúmen 2, número 2 de la Revista Internacional de Derecho.

    The year 2021 was marked by the gradual return to the "new normality", due to the pandemic caused by COVID-19. At the end of 2021, the world is still facing the threat of new variants that, far from overcoming the pandemic, continue to be a challenge for society in all its aspects, including the legal one. In this way, a new global legal landscape is emerging that tries to face the challenges and challenges in times of pandemic.

    In this context, the Faculty of Law and Political Science of the Norbert Wiener Private University reaffirms its commitment to research in Law, through the publication of volume 2, number 2 of the International Law Review, a biannual academic publication. which has the participation of national and foreign academics and researchers.

    In strict compliance with international research standards, all our articles have been subjected to peer review, made up of two anonymous referees, who guarantee the originality and quality of their content. In the same way, we have the support and permanent collaboration of our Editorial Committee and Scientific Committee, which are made up of a group of prominent national and international academics and professionals, who give their opinion on the relevance of the publication, both of the articles and of the the international journal as a whole. We are very proud to announce that the Journal is indexed in DIALNET and soon in more indexers that will certify its quality.

    In this third issue, the authors will guide us on a captivating legal journey, through various current topics such as new forms of medication in the current era, legal certainty in public records, essential concepts on law and policies related to transportation international merchandise, public policies and crime control, as well as a new focus on the substitution of deficient complaints.

    We thank the referees, members of the Editorial Committee and Scientific Committee, for their invaluable participation in this third installment of the journal. Also, to the Academic Vice-Rectorate, the Research Vice-Rectorate and the Publishing Fund of the University, for their contribution to make possible the publication of the magazine.
