      Este trabajo de Investigación-Diagnóstico sobre la “Situación Educativa en el trópico de Cochabamba”, fue encargado por el Plan del Trópico (Convenio CORDECO-GTZ SUBDESAL y Comité Coordinador CCFTC). Consciente de la importancia del tema para las decisiones de política educativa integral, pero también de las limitaciones de tiempo (2 meses) y de las dificultades que presenta el contexto global de la zona; se encaró el trabajo fijando como eje primordial de análisis “la pertinencia”de cada uno de los “problemas” a ser analizados. El propósito de esta tarea era hallar, analizar y sistematizar la información educativa más pertinente y substantiva, utilizando fuentes públicas, fuentes inéditas y las notas de observación de campo que logré recoger. La Coordinación institucional a cargo del área de Educación, Salud y Saneamiento Básico, preparó un marco de trabajo que establecía limites, categorías y alcance, dentro de las cuales se analizarían los datos de investigación que debían incluirse en el documento a presentar. Las entrevistas sostenidas con el Director Regional de Alfabetización y Educación de Adultos, y con el Director del CINEP-Rural, permitieron orientar el diagnóstico educativo de las acciones No-Formales que se han desarrollado (y continúan ), en la zona. En síntesis se intentó conocer la situación educativa actual, formal y no-formal, averiguando la participación y cobertura real de los Servicios Educativos de la región. También se pudo conocer la situación de los docentes tanto en sus aspectos de formación, y capacidad educativa de los servicios. A propósito de este sumario, a continuación describiremos las apreciaciones generales y más relevantes que arroja la investigación.- La diversidad de competencias y funciones de la educación formal en la región, han puesto a la escuela en una profunda crisis.- Los problemas de migración y asentamientos dispersos y la movilidad interna de la población, hacen muy difícil una planificación educativa acorde a su crecimiento.- Los Ciclos Pre-Básico, Básico, Intermedio y Medio, deberían ser una de las mayores preocupaciones de las autoridades educativas.- Los datos reseñados con la efectividad y capacitación de los docentes pueden mejorar las decisiones respecto a la selección de los docentes y la proyección de la capacitación de los mismos.- El cuerpo docente está ávido de experimentar nuevas estrategias de organización y administración escolar más acorde a la realidad regional del Trópico.

      his Research and Diagnosis work on the «Educational Situation in the Tropic of Cochabamba» was instructed by the Plan of the Tropic CORDECO-GTZ SUBDESAL and Coordinating Committee CCFTC Covenant Aware of the subject s significance for further decisions on integral educational policies, and also of the time limitations 2 months and the difficulties of the area s global context; the work was instructed by first setting the «relevance» of each one of the «problems» to be studied as the core of the analisis.

      The purpose of this work was to find, to analize and to systemize the most relevant and substantial data turning to public and unpublished sources and fieldwork notes I collected myself.

      We, all the consultants, were also instructed to go beyond the research results. Furthermore, we were asked to give an account of the aspects related to the «area s potentials» and to design lineaments and strategies for further action.

      The institutional coordination in charge of the Education, Health and Basic Sanitation area prepared a framework which established limits, categories and scope within which all data to be included in the report would be analized.

      The working hours desinterestedly shared with the body of the Regional Supervisors of Rural Education Tropical Chapare and basically the fieldwork with professor Mario Banjamín Vallejo, all in all allowed an exhaustive analisis of the Region s Formal Educational Situation.

      The interviews with the Regional Director of Literacy and Adult Education, and the Director of the Rural-CINEP, allowed us to direct the educational diagnosis of the Nonformal actions carried on and still being carried on so far, in the area.

      In short, we got to know the present formal and nonformal educational situation by finding out the participation and actual covering action of the region-s Educational Services. Also, we learned about the faculty s situation on vocational training aspects as well as educational skills of the services.

      On the other hand, it was important to know the situation of access to each schooling center to analize the probable enrolment growth over the last 3 years. The infrastructure aspects were also taken into account and for the final global diagnosis, illiteracy problems were analized as well as the potential educational chances on the adults side.

      With regard to this summary, we would like to present a description of the most relevant appreciations as a result of our research.

      The school has been led into a deep crisis due to the diversity of competency and functions of the formal education in the region.

      Socioecomic problems of daily life in the Cochabamba tropic and their affection on the faculty themselves make the region a very unsuited environment for an adequate solidary and creative teaching.

      Migration problems as well as scattered settlings and internal mobility of the population turn an educational planning according with its growth very difficult.

      Pre-elementary, Elementary, Junior and High School levels should be one of the major concerns of education authorities.

      To project a harmonic enrolment growth will lie in conducting a serious study of regionalization.

      The data described with the efectiveness and qualification of the teaching staff can improve decision making regarding to the choice of faculty and the projection of their training.

      The teaching body is eager for experimenting new organizational and administrative strategies which should be more suitable to the tropic reality.

      The possibilities of community colaboration regarding to works on the improvement of school buildings are very evident.

      The interrelation between nonformal education and training and development is unquestionable. The importance of training in rural organizations and the families are actually urgent needs.

      It is hoped that this research will give unique and particular proofs and satisfy the expectations of all the institutions involved in this plan.

      It is also expected that every reader of this report will find new similar challenges and be able to use this research work to encourage discussion as well as projection of actions which will face actual and substantial solutions for every child and adult involved in the daily life of this particular but conflicting tropical zone of Cochabamba.
