Resumen de Gestión local y descentralización. Pasado, presente y horizonte constitucional en Cuba

  En Cuba a partir de la reforma constitucional de 2019 se destaca el diseño de un modelo de administración que transite por patrones cada vez más escentralizados de gestión, unido al logro de una auténtica autonomía de los municipios que permitirá avances en la descentralización de facultades, recursos e información. El contexto cubano actual, nos presenta una Administración Pública que no alcanza los niveles de eficiencia y eficacia deseados que necesita modernizarse. Para ello se requieren soluciones diversas, ante problemas altamente complejos, que impacten en la gestión de los sistemas y estructuras de trabajo, en la calidad y pertinencia de los servicios, en la atención ciudadana y en la formación de los servidores públicos. El presente trabajo realiza una cronología del comportamiento de la descentralización municipal en Cuba y resalta los nuevos retos que hoy enfrenta el país para lograr municipios autónomos en su gestión pública

  In Cuba starting from the constitutional reformation of 2019 stands out the design of an administration model that traffics for more and more decentralized patterns of administration, together to the achievement of an authentic autonomy of the municipalities that will allow advances in the decentralization of abilities, resources and information. The current Cuban context, presents us a Public Administration that doesn't reach the levels of efficiency and wanted effectiveness that she needs to be modernized. For they are required it diverse solutions, before highly complex problems that impact in the administration of the systems and work structures, in the quality and relevancy of the services, in the civic attention and in the formation of the public servants. The present work carries out a chronology of the behavior of the municipal decentralization in Cuba and it stands out the new challenges that today faces the country to achieve autonomous municipalities in its public administration
