Resumen de Retos en la lucha contra el terrorismo y la radicalización desde el respeto a los derechos humanos

En los últimos años se ha producido un incremento de la radicalización que conduce al terrorismo y a la violencia extremista. Es, por tanto, crucial prevenir este riesgo global con el fin de asegurar una respuesta efectiva al terrorismo, atajando la raíz del problema especialmente en los lugares y circunstancias en los que se genera.
Uno de los retos en la lucha contra el terrorismo y la radicalización es la obligación de respetar los derechos humanos. En efecto, los Estados deben encontrar un equilibrio entre, por un lado, garantizar la seguridad de sus ciudadanos y por otro, el respeto a los derechos y libertades fundamentales de esos mismos ciudadanos.
Este artículo subraya la importancia de la cooperación internacional en esta materia, para responder a un problema global, y destaca el papel fundamental de la formación a todos los niveles, particularmente de los profesionales que intervienen en el proceso de lucha contra el terrorismo y la radicalización.

In the past few years there has been a rise of radicalisation leading to terrorism and violent extremism. It is therefore crucial to prevent this global risk in order to ensure an effective response to terrorism, by tackling its root causes particularly the places and circumstances where it occurs.
One of the main challenges in the fight against terrorism and radicalisation is the obligation to respect human rights. Indeed, States must find a balance between, on the one hand, guaranteeing the security of their citizens and, on the other hand, respecting the fundamental rights and freedoms of those same citizens.
This article highlights the importance of international cooperation in this matter, to respond to a global issue, and stresses the fundamental role of training at all levels, particularly among all professionals involved in the process of combatting terrorism and radicalisation.
