Resumen de La reforma institucional en el Ecuador. Una perspectiva poco ortodoxa

  Este trabajo ofrece una interpretación sobre los resultados obtenidos en la constitución y fortalecimiento de las instituciones que sustentaron las reformas estructurales implementadas en Latinoamérica y el Ecuador. La proposición central es que la adopción de los postulados del Consenso de Washington, en particular, los relativos a las reformas estructurales, han carecido del soporte institucional necesario y en muchos casos han contribuido a debilitar las instituciones existentes, al no proponer una institucionalidad alternativa, elemento indispensable para la consolidación y sostenibilidad de dichas reformas. Para iniciar un proceso coherente de reformas estructurales. se necesita llegar a acuerdos que creen y fortalezcan instituciones formales con una perspectiva de largo plazo, a fin de garantizar no sólo la puesta en marcha de las reformas, sino su continuidad en el tiempo. El proceso de modernización institucional no debe concebirse como la retirada del Estado de las actividades económicas. Más bien, debe identificar los factores y condiciones bajo los cuales el Estado suele fracasar. Porque el mercado puede hacer algunas usas mejur que el Estado, pero también faíla en otras cuestiones.

  This paper presents an interpretation of the results concerning the creation and consolidation of the institutional framework that supported the process of structural reforms in Latin America and Ecuador. The main argument is that the adoption of Washington Consensus” principles, particularly those related to structural reforms, lacked the necessary institutional support and in many cases weakened the existing institutions by ignoring the importance of an alternative institutional framework, which is essential to strengthen those reforms and assure their sustainability. A coherent process of structural reforms needs social agreements that create and consolidate formal institutions in a long term view, in order to assure their continuity in time. The process of modemization should not be conceived as the retirement of the State from economic activities Instead, it must identify the factors and conditions of' its failures, because the market can do some things better than the State, but it fails miserably in others.
