    La función notarial está atravesando un nuevo período de transición digital que cambiará el modo de otorgar, conservar y gestionar los instrumentos públicos. Este cambio debe respetar el grado actual de seguridad jurídica preventiva que ofrece el notariado, por lo que deben aplicarse a cualquier regulación sobre la materia los principios de neutralidad tecnológica y neutralidad jurídica. Especialmente, debe adaptarse el criterio de comparecencia para exigir que siempre exista un componente físico, ya sea inmediato (en presencia directa) o mediato (por videoconferencia).

    The notarial function is going through a new period of digital transition that will change the way of granting, keeping and managing public insruments. This change must respect the current degree of preventive legal security offered by notaries, so the principles of technological neutrality and legal neutrality must be applied to any regulation on the matter. In particular, the appearance criteria must be adapted to require that there always be a physical component, either inmediate (in direct presence) or mediate (by videoconference).
