Resumen de La migración venezolana a Colombia y Perú: Un análisis desde el marco gobernanza regional migratoria establecida en MERCOSUR

  Este artículo cuestiona la evolución del grado de integración regional en lo atinente al tema migratorio y se establece que la gestión migratoria sigue estando en manos de los Estados Nacionales, lo cual permite reflexionar sobre la consolidación de la gobernanza regional migratoria (GRM) sobre la migración venezolana en Colombia y Perú, países asociados del acuerdo de residencia del MERCOSUR. La metodología de investigación utilizada es mixta: cualitativa y cuantitativa. El diseño de la investigación es exploratorio-analítico-descriptivo por tratarse de un tema con poco desarrollo. Se concluye que hay convergencia formal en la regulación migratoria alineada con la firma del acuerdo de residencia del MERCOSUR, sin embargo, tanto Colombia como Perú no aplicaron el acuerdo de residencia hasta 2021, sino que asumieron instrumentos jurídicos ad hoc, con lo cual la convergencia hacia una (GRM) es débil y se subraya la necesidad e importancia de la aplicación de una gobernanza de la migración regional.

  This article questions the degree and evolution of integration in the region with regard to migration and establishes the degree to which migration management continues to be in the hands of the National States, which allows us to reflect on how consolidation the regional migration governance (RMG) regarding the growing exodus of Venezuelan population through the region in Colombia and Peru, partner countries of the MERCOSUR residence agreement, The research methodology used is mixed, both qualitative and quantitative. The research design is exploratory- analytical-descriptive because it is a subject with minor development. It is concludes that there is formal convergence in migration regulation aligned with the signing of the MERCOSUR residence agreement, but both Colombia and Peru did not apply the MERCOSUR residence agreement until 2021. Instead, they assumed ad hoc legal instruments, with which convergence towards a (RMG) is weak and underlines the need for and importance of the application of a regional migration governance.
