Resumen de Filosofía del riesgo: seguridad, precaución y neoliberalismo

El objetivo de este artículo es situar la filosofía política de François Ewald en el pensamiento contemporáneo a partir de tres ejes centrales: la analítica del Estado providencia y la problemática de la seguridad, la reflexión en torno a la noción de precaución en la política contemporánea y la lectura de la cuestión del liberalismo y neoliberalismo en la filosofía de Michel Foucault. Estas tres áreas de trabajo (seguridad, precaución y neoliberalismo) están enlazadas por la noción ewaldiana de riesgo. Argumentaremos que el proyecto intelectual de François Ewald continúa la reflexión foucaultiana sobre la gubernamentalidad liberal en el siglo XIX y la expande hasta el siglo XXI con la reelaboración del gobierno de la población desde el concepto de riesgo. El desarrollo de esta gubernamentalidad del riesgo desde el modelo asegurador y precautorio de François Ewald habilita una lectura liberal de la analítica foucaultiana de Naissance de la biopolitique (Curso en el Collège de France, 1978-1979), donde el liberalismo, como marco general de la biopolítica, se constituye a partir de la relación entre libertad y seguridad.

The aim of this article is to frame François Ewald’s political philosophy into contemporary thought through three central axes: the Providence State’s analytics and the problematic of security, the reflection around precaution in contemporary politics and Michel Foucault’s philosophy lecture around liberalism and neoliberalism. These three work areas (security, precaution and neoliberalism) are tied together by the Ewaldian notion of risk. It will be argued that François Ewald’s intelectual project continues the Foucauldian reflection around the liberal governmentality in the 19th century and expand it to 21st century with the reelaboration of the government of populations underpinned by the concept of risk. The development of this gubernmentality of risk from the insurance and precaution model of François Ewald leds to a liberal lecture of the Foucauldian analytic of the Naissance de la biopolitique (Cours in the Collège de France, 1978-1979) where liberalism, as the general frame of biopolitics, is constituted by the relation between liberty and security.
