Resumen de Encuentros y espectáculos fronterizos: Disputas por la legitimidad de la frontera y la riqueza en el Occidente de Oruro, Bolivia

  Este artículo trata de las disputas por el control aduanero y la riqueza del comercio transfronterizo entre Chile y el Occidente del departamento de Oruro, Bolivia. Sostengo que lo que se cuestiona no es tanto la legalidad de la mercancía del contrabando, sino la legitimidad y la soberanía de la frontera misma. Varios actores estatales y no estatales se enfrentan en un "trabajo fronterizo" (border work), o sea, en disputas respecto del curso y alcance, la naturaleza y legitimidad de la frontera (Reeves, 2014). El "trabajo fronterizo" se materializa en las confrontaciones y negociaciones regulares entre transportistas, auxiliares del contrabando y poblaciones locales, por un lado, y los oficiales de aduana y de la policía, por otro. También se da en el plano mediático, ya que el gobierno del MAS (Movimiento al Socialismo) escenifica la soberanía nacional en estos territorios fronterizos y el control estatal por los flujos transfronterizos. Mediante el trabajo de campo, el análisis de prensa, entrevistas a funcionarios y un trabajo archivístico en la oficina del Control Operativo Aduanero de Oruro, el artículo demuestra, primero, que existe una visión compartida entre la población local acerca de la legitimidad de desviar una parte de la riqueza, materializada en los productos que pasan por el territorio, y que, segundo, si bien el gobierno impone una imagen pública vertical del Estado, existe un espacio de negociación entre actores estatales y locales que reconoce y se apoya en la autoridad de estos sobre las poblaciones y territorios fronterizos.

  This article deals with disputes over customs control and the wealth of cross-border trade in the western department of Oruro, Bolivia. I argue that the issue is not so much the legality of the smuggled merchandise but the legitimacy and sovereignty of the border itself. Various state and non-state actors are engaged in "border work"; disputes over the course and extent, nature, and legitimacy of the border (Reeves, 2014). "Border work" materializes in the regular confrontations and negotiations between transporters, contraband auxiliaries, and local populations, on the one hand, and customs and police officials, on the other. It also occurs at the media level, as the state stages sovereignty over these border territories and control over cross-border flows. Through fieldwork, press analysis, interviews with officials, and archival work in the office of the Operational Customs Control of Oruro, the article demonstrates, first, that there is a shared understanding among the local population about the legitimacy of diverting part of the wealth materialized in the products that pass through their territory, and that, second, although, the government publicly stages the image of a vertical state; there is a space of negotiation between state and local actors that recognizes the latter's authority over border spaces and populations.
