En enero de 1873 comenzó la construcción de la línea ferroviaria que conectaría el puerto de Mejillones con el mineral de Caracoles. No solo se trataba del primer ferrocarril en Bolivia, sino también de la primera inversión fiscal relevante de carácter no militar realizada por su independencia. Entregada su ejecución a una sociedad de respetados industriales, hacendados y banqueros, un año después las obras habían sido abandonadas. Detrás de una historia que evidencia las agudas tensiones internas bolivianas, nuestra investigación busca demostrar las asimétricas relaciones entre un Estado que aún no integraba su extensa región litoral, con el interés de inversores por consolidar su posición dominante en la región. En ese contexto, creemos que factores generales que explican el prematuro desahucio del ferrocarril, como la decadencia del mineral de Caracoles o la escasez de medios de subsistencia esenciales, son menos relevantes que el interés prioritario de lucrar del negocio a partir de la creación intencionada de una cuantiosa deuda fiscal y la inexistencia en el período analizado de marcos jurídicos adecuados que resguardasen los intereses públicos.

In January 1873, started the construction of the railway line that would connect the port of Mejillones with the deposits of Caracoles. It was the first railway in Bolivia and the first relevant non-military fiscal investment made for its independence. The government granted its execution to a society of respected industrialists, landowners, and bankers; a year later, the project had been abandoned. Behind a history that reveals the acute internal tensions in Bolivia, our research aims to demonstrate the asymmetric relations between a state that was not yet part of its extensive coastal region, with the interest of investors in consolidating their dominant position in the region. In this context, we believe that the general factors that explain the premature termination of the works, such as the decline of the Caracoles deposits or the scarcity of means of subsistence, are less relevant than the priority interest in profiting from the business through the intentional creation of a large fiscal debt and the inexistence of adequate legal frameworks to protect public interests during the period analyzed.
